Yeah, I also personally love high starting games, but...hey, player desire is king. And yeah, we can scale stuff to whatever. Plus, starting low gives a potential of great progression and a nice sense of achievement eventually.

Goals for XP
1. Starting XP should grant players an Incentive to be a Great Clan Samurai over Minor Clan Samurai and Ronin. 2. When maximized, starting XP should not bring PC's to insight Rank 2. 3. XP per session should be enough for PC's who are actively gaining extra XP from disadvantages to reach Insight Rank 6 by the end of year 3.
We've discussed 10xp per game. With someone getting XP from both Higher Purpose and a Disadvantage each session, that's 12xp a month over 35 months. That's 420 xp. It seems a bit much, but I've never played this game with that much before, so I'm not certain.

Insight 6 requires 250 Insight.
Not counting Skills, a new character with all Traits at 2 starts with 100 Insight. That means he needs to raise Rings 15 times to hit IR 6. If the character Raises each Ring to 5, that would be 15 increases.
To raise each Ring to 3 will cost 114 XP To raise each Ring to 4 will cost an additional 152 XP (266 total) To raise each Ring to 5 will cost an additional 190 XP (456 total)
Now granted, each player starts with 40 XP (416 total), gets Trait boosts from School and family (value varies, but typically worth 24 XP (392 XP total). In additional Skills will give some Insight, but Skills are much less efficient at generating Insight than Traits are, so expect Skills to raise the amount of XP needed (let's say 30 XP on Skills for 422 total). Most players will purchase Advantages and receive Disadvantages, so let's call that a wash.
420 seems like a low number if you want to get to IR 6. And keep in mind, your math assumes the player makes every single session.
I don't want to take Higher Purpose into account, as that should be a rare Advantage. Personally, it's on my ban list because I consider it power-gamer munchkin crap.
I'd rather aim for IR 5. 10 XP per session for 35 months means most players can still miss a session or two for emergencies, spend XP on character development things and not just throw it all into Insight-boosting Traits, and still hit IR 5.
