Overarching Metaplot
The Hidden Heart of the Hidden Temple
The Heart of the Water Dragon has been stolen by the Unicorn and spirited away to the Hidden Temple in Phoenix lands. The Kolat now have the Divine being at it's beck and call, and as their first act against the Heavens, shattered the city of Otoson Uchii, ending it's centuries long defiance of their communication network. The heavens are in an uproar as the Water Dragon serves the whims of mortals, and both Tengoku and Ningen-Do will feel the fallout of the resulting conflict.
Year one Metaplot - Chrysanthemum and Coin
Most of the Chrysanthemum Sect have migrated to the new seat of power - Toshi Ranbo, some have remained behind to squeeze every Imperial Secret they can from the now broken city. With the Emperor focused on Toshi Ranbo, the city is now full of resources that are now neglected, and the Coin Sect seeks to use that to their advantage. The Chrysanthemum wish to see the city rebuilt and the resources recovered, while the coin work to acquire and exploit them to their advantage.
The Governer of the Farmer's District, Miya Kisai is beset with a host of problems because of this. On top of being buried beneath rubble, what peasants that remain in the city are starving. Several of his closest family members have succumbed to either Bribery or Extortion, and the wealth of food that the farms provide is not being distributed throughout the city. While Kisai has suspicions of these things, without absolute proof, he cannot bring his family members to justice without endangering his reputation... or possibly even his life.
Unkown to Kisai, his wife has been killed and replaced by an agent of the Kolat. The Imposter has been advising to Kisai that the peasants are not worth risking his status and reputation, and that he should accept things as they are. Should he become a problem, she is ready to eliminate him via poison, making his death seem like a natural one.
During this time period, Kisai will be seeking aid to uncover his family's corruption, not willing to ignore the problem completely, as his 'wife' suggests. Evidence of said extortion can be found by interrogating gang members (who have threatened to burn farms down, should their caretakers not cooperate), or by investigating the homes of the bribed Miya. Killing the corrupt overseers will also solve the problem, though if not done well, it will present problems of it's own for the PC's responsible.
As a fairly adept Kolat agent, Kisai's wife will be difficult for a PC to uncover and at years end, if she has not been revealed and the PC's have had success dealing with the corrupt officials, she will kill Kisai and take over the operation herself. If she IS revealed and handled before killing Kisai, Kisai will step down as governor and leave Otoson Uchii, leaving the Farming District open to development by the players.
Class Metaplot
Bushi - Don't need their own subplot. There'll be plenty of opportunities for Bushi to be Bushi.
Courtiers - Imperial Favor. Though not in Toshi Ranbo, every courtier will have a vested interest in influencing the events there. Rumors from Toshi Ranbo will be disseminated and opportunities to influence there will be provided.
Shugenja- The Quake. I don't know why the Earthquake yet, but when I do, it will be Shugenja plot, and should be a long-term focus for the spiritually inclined.
Clan Orders
Crab - The Crab will not be denied. Position yourselves in Otosan Uchii to acquire the influence, Jade, steel, and food we need to maintain our forces on the wall. Let no one stand in your way.
Crane- Otosan Uchii was once the greatest bastion of culture in all of the Empire. Ensure that it returns to its former glory and that warmongering, incivility, and dishonor find no purchase there.

Scorpion- The treasures and secrets of the Emperor and his family will be littered throughout the fallen city. Ensure that they do not fall into unworthy hands.
Unicorn- The Unicorn have long stood in the shadow of the other great clans. No more. Dominate the other clans in each the political, spiritual, and martial arenas, and let all know the glory of the Unicorn.
