Some notes off the top of my head:
Dark Paragon/Consumed: Shourido is a philosophy that is created in the late 12th century, during the reign of Toturi III. It literally does not exist at this point. Are we sure we want to include it?
Enlightened Madness: I strongly recommend banning this Disadvantage. Once this activates it effectively takes a GM out of action. If Haunted is a lot of extra work, EM is a nightmare.
Do we want to review the Advantages and Disadvantages from other books?

We can cut the Shourido Stuff.
As for enlightened madness, it doesn't require an st at all. Just tell the player what to do for the rest of the session, and let them figure it out.

Just tell the player what to do for the rest of the session, and let them figure it out. 1) The write up you posted says "passing into the control of the GM for the remainder of the session." That exactly requires an ST. It turns the character into an NPC. 2) You wrote a whole lot of stuff - stuff I agree with - about how court and social interaction and so on need to be player-initiated. This is the exact opposite of that. Anything that ties down a GM and forces the GM to focus on a single player for an extended period is going to be problematic.

I'll change the way it's written then. Instead of 'Falls into GM control' the GM just takes you aside and gives you a guideline for the 'Maddened' behavior, and let you fill in the details. That way, the ST takes a minute or two at most.
Jim has enlightened Madness. When it triggers, he comes to us and let us know. We say, alright Jim, your personal identity and goals are overcome by "XXX" with "XXX" being an appropriate compulsion placed on the metaplot. It could be interesting to use it as a way to spread the idea that something is wrong with the Destiny of many of Rokugan's Heroes, and that this timeline is screwed up. Giving them the goal to spread the idea that all of the Water in Rokugan has been magically altered, or that only the Hantei Line can save Rokugan when all of the other players know that those things don't make sense is a fun way to push plot, and this way it's left entirely in the character's hands, not the GM's.
