Gentlemen,
Here are my recollections of what we decided and discussed last night. Please add/edit as necessary.
--Premise--
We agreed to set the game the year before the Sc. Clan Coup. The Kolat found the Prophecies and worked with the Water Dragon to perform a ritual to destroy Otosan Uchii and kill the Hantei line. They have stolen away Hantei Satorii and erased his name from memory (though Oracles, Dragons, Kami, remember him). The main component of this ritual was Iuchiban's Heart (chock full of Taint and nastiness), detonated at Ground Zero in the Imperial Palace. The result is a "Minor Pit of Fu Leng" in that area. The Bloodspeakers don't know exactly what happened, but their rituals are drawing them to Otosan Uchiii to figure it out, so they are available as both foes and potential uneasy allies in finding the truth.
--First Sessions--
First Game, the big name NPCs kick things off by saying "Go forth and fix the city. Here's what you get to start with. Leave us alone."
The PCs will start in a basecamp at the gates. We will each generate a list of plots (brief description, NPCs, stats etc) and locations and as PCs go to those places, the relevant ST will run the plot (ideally, the author, but anyone should be able to run anything). Resler will "hold down the fort" as the Miya Map Master. Early plots include bandits using the ruins as a base of operations to raid the Hub Villages; Shadowlands threats from the Pit (low level); artifact hunters/tomb robbers; etc. As they get progressively deeper into the City, the difficulty level ratchets up.
Around the 6 month point, we begin dropping hints about the fractured timeline.
--Other--
PCs will be able to somehow engage (or have the appearance of engaging) remotely in the negotiations going on at Toshi Rambo (sending gifts, etc.)
Conversion Table for Koku-Influence to be fluid based on PC actions
Err on the side of allowing options (classes/schools/Ads/Disads)
Downtime should be focused on Building/Rebuilding actions (as those take time) while Game is focused on the Exploration and Politics.
One Month "Holiday" for Winter Court, not the full four months: costs and difficulties go up in Winter, though.
Set a Status Cap for the Game (4 = District Governor?)
