But is the result of such a inconsistent reporting meaningful? If players are non-malicious in their reporting, but there is a systematic selectiveness bias to the reporting we receive, do we even really want it?

I've always considered the ability to influence reporting to be part of the game (see: previous discussion about game space).

We get very few Honor reports. The fact that very few of our players seem to understand how Honor works and that so many play non-Honorable (as opposed to actively dis-Honorable) characters is a frequent topic of conversation amongst the EH STs.
We do get a number of Glory/Rumor sheets, but from the same handful of courtier PCs (and with many duplicates). I personally think Glory levels are completely out of whack in EH and Glory had been given out like candy since Session 1. Re-focusing players on Honor is something I'm very interested in trying in this game. I do think that, to some degree, the Kingmaker aspect detracts from Honor, since it is inherently a selfish pursuit in some respects. (Yes, you're "doing it for your lord/clan/whatever", but that's not how players see it much of the time.)
I'm keeping quiet on the thread about the Kingmaker stuff since I have far less time and knowledge to contribute than those actively posting, but I will say that Kingmaker is often just like a multi-player Civ game: many people playing solitaire simultaneously to see who can sore the most. Tying the Kingmaker aspects to actual roleplaying is a big problem and should be a primary focus for our system design.

We talked briefly before about the endgame, the 7 thunders, etc. How about we make Honor and Glory apart of that? Make The Formula include time in play, Honor, and Glory in some combination.

From L5R Core Rulebook page 90: While Honor is primarily internal, there is an external component to it as well, as a Samurai's Honor greatly impacts how he carries himself and thus how others perceive him.
With that in mind, I believe it is completely reasonably to allow certain access to PC's with higher honor, and exclude lower honor PC's. Otherwise, to make honor matter mechanically all we really need to do is be sure to pit people against the types of challenges where it comes into play - temptation/seduction/fear, etc. Encourage people to do more social draws, and don't be afraid to have NPC's enter by the fan combat with PC's.

I'm going to say again that I am completely, 100% against anything that excludes players from participation. I'm all for giving players with high honor more bonuses (or if you absolutely, must, low honor characters penalties) but a flat, "No," is a GM tactic that I truly despise on every single conceivable level.
